HOW TO START SETTING UP

The establishment, continuation and termination of activities within the PSE is regulated by a special Management Committee (CG) made up of all the industrial area stakeholders. This Committee has simple and shared procedures for the leases on plots of land or for the purchase of available real estate. The plots are granted on competitive terms through long-term surface rights leases of land, while unoccupied properties are subject to direct negotiations with the owners, subject to compliance with the criteria for setting up.

Procedure to set up in the PSE:

1. IDENTIFY AVAILABLE SPACE

Consult the interactive map of the industrial area to immediately identify the land or buildings currently available and to check their suitability.

2. INDICATE INTEREST

Once a suitable production area has been identified, contact the Area Manager for an initial discussion and to formalize interest in setting up.

3. ASSESSING REQUESTS

An initial discussion is held with the Area Manager about the investment project and the basic criteria for admission (type of activity permitted, conditions for setting up, etc.).

4. REQUIRED DOCUMENTATION

  • Company history, names of shareholders, management and organizational chart
  • Nature of business, objectives and economic impact of the company
  • Precise description of activities, structure, market, competition, number of employees and qualifications
  • Business plan, with investment and liquidity plan, financing structure
  • Balance sheet and income statement for the last three years

5. ALLOCATION OF THE SITE

First, the ERS-BV will examine and evaluate the application and the accompanying documentation. Afterwards, the valid application will be discussed and evaluated by the Managing Committee (CG). In the event of a favorable outcome, the CG will draw up a notice authorizing the Municipality of Biasca to enter a long-term surface rights lease of land with the applicant company.
The following criteria are used to evaluate the potential company: nature of business, type and degree of innovation of the industrial activity; development program and company investments; social and economic implications for the area and the region in terms of employment, taxes and image; the company’s environmental and urban impact; sustainable mobility and management of resources. Particular importance is given to the use of qualified resident personnel and the high added value of the company’s activities. As soon as the company has met the basic criteria for establishment, a preliminary meeting is organized with the Area Manager and the ERSBV Agency Director.
